Inflation tied to two things only: how hard the mints are worked, and how much silver there is. The bullion famine included.

The aim is a simpler model than coin-by-coin simulation that still beats the base game: inflation driven by the minting policy and by silver availability, so that the fifteenth-century bullion famine and the later spread of American silver both show.
Minting is framed as the levers states actually had: the quality of the coin, the share the crown took, and which metals were struck.
